Economic Development and Humanitarian Aid Foundation

Alimenta has evolved dramatically over the last 100 years.  Until 2010 our scope of work included but was not limited to:

  • animal welfare programs
  • guide dogs breeding and training programs
  • dog breeding, husbandry and training programs
  • secondary and tertiary formal lecturing and student tuition
  • international student welfare programs
  • multicultural entertainment programs
  • youth entertainment programs

  • business / entrepreneurial / investor mentoring programs

  • emergency aid and workplace safety programs

  • supporting humanitarian organisations


Leading up to 2010, we held discussions with various international humanitarian organisations.  We asked for their feedback on the idea of using our Group's profits to exclusively fund entire large scale programs that they operated at the national level.  This meant precluding external donations, in order to eliminate their time being spent fund raising.  Their feedback was overwhelmingly positive.  


Thus, in 2010, our foundation was rebranded 'Laulund Alimenta', our scope expanded to be fully international, and our focus narrowed to programs at the national level, that leverage our commercial experience/expertise such as Laulund Engineering, Tiburon Global Partners, and Stella d'Oro.  Funds are not simply gifted.  Our team takes extreme ownership over delivering practical sustainable meaningful results, for those who are in real need, and doing it right.

Unique in the economic development and humanitarian aid sector, a few things we do differently when working with national governments:

  • No external donations are accepted, public or private.
  • No debt or guarantees are accepted, sovereign or private.
  • All project management and funding is managed in-house.
  • No cost or debt to beneficiaries, inclusive of being assessed for program suitability, onboarding into programs, and ongoing participation in programs.

When The Laulund Group was founded in 1924, that included this foundation.


In 2010, the foundation was rebranded as Laulund Alimenta, to reflect it's newly expanded mission.


In 2017 the Alimenta platform, Golden Phoenix, was officially launched in order to better serve the national governments and other sovereigns requesting our support.


Alimenta does not take external donations.


If you wish to support Alimenta, there are three main methods.


1. All Group employees, suppliers and customers indirectly support Alimenta.  Because Group profits fund Alimenta, when Group businesses perform better, Alimenta can provide more economic development and humanitarian aid to those in need.


2. Any Group employee may wish to allocate some of their work time to directly support Alimenta.


3. Everyone else, external to the Group, are able to support Alimenta by applying influence towards enabling one or more Alimenta programs.  If you find an Alimenta program you feel passionate about, like taking care of dogs for example, which was Winnie Laulund's primary cause, and you have influence that would support that program doing better or more, that support would be greatly appreciated.  This is often influencing public awareness, local government red-tape, or community priorities ideation.  Locals understand their own issues and suggested solutions better than anyone else.  Alimenta's mission is to help solve those issues, and do so the right way.  But the Alimenta team can only do so if they know those issues and suggested solutions.


The Golden Phoenix platform is the primary method for this, but everyone must follow the required strict protocols as prescribed by relevant authorities, without exception.


We do not discuss alternative blue sky future possibilities with anyone.  We prefer to only discuss things when everything is 'in position' and funding is 'trigger pull' ready.  We do not provide any transparency on when that might be, nor any associated considerations.  Therefore, when an alternative solution available, we will simply launch it, without notice.

Overview

Currently Golden Phoenix is not to be presented to any new / potential Beneficiaries as applications are on hold until further notice. 


The Golden Phoenix Platform is an invitation only, turnkey solution, exclusive to sovereign nations considered 'friendly' by the western banking system.


Beneficiaries will not incur any debt or expense from being involved in the Platform, other than their government's normal operating costs; Program costs are paid with Funds currently sitting in the Funder's Bank account, after the Beneficiary has passed Bank compliance.


Beneficiaries will only need to facilitate associated paperwork, and then manage any regulatory / licensing considerations that might delay or prevent production of Program economic development deliverables.


Economic development can be any thing the Beneficiary considers of significant benefit to its population, that the Provider agrees to implement and Funder agrees to Fund.


Due to our team's capacity limits, Projects must be large enough to merit our minimum funding requirement and be valuable enough to a minimum portion of national / regional populations.


Primary Provider considerations include that all economic develop is ethical, economical, ecological, sustainable, robust, and a staple in the population's lifestyle. 

Provider suggests Beneficiaries could propose major engineering advancement and or maintenance projects, within a mix of various other projects.


Platform participation is by bipartite treaties between sovereign entities, specifically the Funder with the Provider, and the Provider with one or more Beneficiaries.


As only one Beneficiary is required, additional Beneficiaries' participation is at the Funder's sole discretion.


Production of economic development activities within a Beneficiary's jurisdiction, is to be, or has been, defined and agreed to within the following documents:


  • a 'Short List' of Programs and Projects defined by the Beneficiary;
  • a 'Treaty' between a Beneficiary and the Provider; and
  • any 'Banking Compliance' documentation required by the Bank.


Provider and Funder, both wish prospective Beneficiaries good luck in the application process.


Both look forward to working with Beneficiaries, wishing to convert hopes and dreams, into reality.

Involved Parties

  • Funder is donating 100% of Platform funds.
    • Funder's Bank currently holds 100% of Platform funds in Funder's account and will only release funds upon prospective Beneficiary passing 'bank compliance' requirements.


  • Provider as a Platform co-founder, is producing 100% of the economic development activity, via in-house operations and third party Contractors.
    • Laulund Engineering manages 100% of Program procurement of capital expenditure and input services (e.g. Contractors, Advisors, etc).
    • Stella d'Oro manages 100% of Program procurement of input goods (e.g. petrochemicals, metals, etc).


  • Beneficiary as a national government, with a central bank or monetary authority recognized by the Funder's Bank, shall be invited by the Provider to participate in the Platform, so the Beneficiary's population receives benefits from the economic development Programs.

Organisational Structure

  • Platform includes 1 or more Beneficiary.


  • each Beneficiary has 1 Mission.


  • each Mission has 1 Working Group, managing 1 or more Programs.
    • Working Group meet semi-routinely so representatives of the Beneficiary and Provider can manage all direct reports involved, thereby oversee the Programs within the Mission.
    • If Programs become too complex to manage via the Working Group, then a Mission Manager will be introduced.


  • each Program has 1 Program Manager and 1 or more Projects.
    • Program Manager is responsible for Program performance, budget, and scheduling, in additional to reporting directly to the Working Group.


  • Projects are discrete activities of economic development.  
    • If Projects become too involved for the Program Manager, then a Project Manager per Project will be introduced, where workload requires additional support.

Application Process

This is a brief breakdown of the process detailed in the invitation package provided in the initial meeting between the Beneficiary Representatives and Provider Representatives.

  • Beneficiary Representatives meet with Provider Representatives to discuss Beneficiary's application process.  An invitation package is issued to the Beneficiary during this meeting that provides great detail on what the Beneficiary can expect from their participation in the Platform.
  • Beneficiary shall compile the 'Short List' of economic development Programs and Projects within those Programs, that will best serve the Beneficiary's population.  This shall be at the sole discretion of the Beneficiary.
  • Beneficiary submits to the Provider: the Treaty, the Short List, and any Bank compliance documents.
  • Funder's Bank reviews documents for banking compliance.  Bank will then issue feedback and or a Compliance Notice.  If Bank feedback includes issues preventing issuance of a Compliance Notice, then Beneficiary, Provider and Funder shall work together to resolve those issues, until Bank is satisfied (i.e. Bank issues Compliance Notice) or the Beneficiary’s invitation is withdrawn.
  • Upon Confirmation Notice, Beneficiary shall be notified of what Programs and therein Projects will be addressed first.  Provider has sole discretion over which of the Beneficiary's Short List shall be addressed, in what order, and with what priority. 
  • The Working Group meets for the first time, to discuss the first Projects, then set the schedule for the Beneficiary Representatives to address any regulatory and licensing considerations, that need to be completed in order to commence any one of the initial Projects.

Short List Flexibility

Programs, and Projects within those Programs, are not chiseled in stone at the outset of a Mission.


Negotiations within the Working Group can add new Programs to a Mission, new Projects within a Program, adjust the scope of existing Programs and or Projects, or delete Programs and or Projects from a Short List.


At the beginning of a Mission, everyone involved are calibrating their understanding of how practical producing economic development will be between a Beneficiary and the Provider.  Starting small makes sense, in order to keep operations well within the Provider's and Contractors' production capacities.


Thereby, the Mission is being set up for success.  Success will be dependent upon the Beneficiary effecting necessary actions to eliminate Project production delays and obstacles.  For example, this can include regulatory, licensing, permitting, etc preparations prior to the Provider and Contractors arriving onsite.


Upon initial success, more ambitious Programs and or Projects may be considered, if delays and obstacles, within the Beneficiary's control, were effectively mitigated, within a reasonable time.

2018.09.24 Update

"Exclusive to Sovereign Nations" means:

  • ​Local governments, businesses and individuals cannot qualify for funding.
    • While their nation is a Golden Phoenix Beneficiary, local government, businesses and individuals can request a project be funded via their nation's Executive Agent or Agents.
    • Executive Agents have sole discretion regarding which programs and projects are included in the Short List.
    • The Provider has sole discretion regarding which Short List programs and projects are commissioned for further study/design/engineering, and again which are implemented/deployed.
  • Requests for information will be assessed for authorisation and security clearance to receive said information.
    • Responses are normally returned via your duly appointed and authorised Golden Phoenix Representative.
    • In respect for their office, national and local government officials may receive a response directly from a senior Golden Phoenix officer.
  • National government personnel are authorised to request their national government's Golden Phoenix Invitation Package, via the form on this webpage.
    • Invitation Packages can only be received directly by senior government officials, including but not limited to the King, Queen, President, Prime Minister, Minister of Finance, Minister of Foreign Affairs, Minister of Interior Affairs, and Ambassadors.
    • Invitation Packages are comprehensive and transparent, within the limits of national security.
    • As part of our team focused effort, Invitation Packages may be delivered to a single government, by multiple authorised Golden Phoenix representative teams, who are centrally coordinated by our office.

2018.11.29 Update

  • All project submissions and assessments are free of charge to your national government and you.
  • All projects are assessed by Golden Phoenix internal project assessment personnel, paid for entirely by Golden Phoenix funding.
  • Neither your national government nor you will be asked by Golden Phoenix for any money, bank guarantees, sovereign guarantees, or any other debt obligation whatsoever.
  • DO NOT pay anyone to submit and or assess your projects, under Golden Phoenix.
  • All projects are assessed against equal standards, within the context of master plans for each country, each region and global deployment of Golden Phoenix funding, within E3+1 policy terms: Ethical, Economical, & Ecological + Elegant.
  • Projects are assessed on the project’s own merits.  Those merits must be E3+1 compliant in order to gain ‘evaluation’ and ‘deployment’ status; and more valuable, in appropriate contexts, than simply E3+1 compliant in order to gain ‘priority’ status.
  • ‘Priority’ status is assigned exclusively by Golden Phoenix internal project assessment personnel. 
  • It is illegal for any person, who is not an internal project assessment team member, to attempt to interfere with, or influence, the project assessment process.
  • Internal project assessment personnel are required to remain anonymous for the duration of their role as assessors.
  • ‘Priority' status requires Golden Phoenix Principal authorisation; no other person is able to make your project ‘priority’ status.
  • Any person representing that they are the Golden Phoenix Principal, or that they can provide favourable access to, or favourable influence on, the Golden Phoenix project assessment process, should be reported via this website.
  • Any person attempting to, or successfully, receiving payment for affecting a project submission, a project assessment, or other similar influence peddling, is subject to the provider’s legal jurisdiction by choosing to involve the Golden Phoenix Platform, subject to peace keeper forces interdiction to take their person in to custody, and subject to prison time by attempting to cause, or causing, damages via acts of fraud.
  • All Golden Phoenix intermediaries are limited in their authorisation, to presenting the Golden Phoenix invitation to a National Government and Central Bank / Monetary Authority, and facilitating their application for national participation within the Golden Phoenix Platform.
  • Golden Phoenix intermediaries DO NOT distribute, have access to, influence over, or control of, any Golden Phoenix funding whatsoever.

Due to our anti-corruption policies, the public can only speak to those who are duly appointed and authorised to be our representatives.  


Communication that circumvents our representatives can not be responded to, as that would damage our anti-corruption measures.  


Circumvention efforts are communicated to our representatives, who may follow up with individuals to better understand why such actions were attempted.

Golden Phoenix is exclusively focused at the national government level, because releasing the funds requires, without exception, that level of engagement by the executive office, central bank / monetary authority, and associated government offices / agencies that branch out from those two.


Therefore, first and foremost, without Golden Phoenix membership at the national level, NGO and private sector projects can not access funding.  


The authorisation signature from your national government executive officer is your primary constraint.


The banking sector restricts certain transfers, due to government intervention, and these change from time to time.  


This is the limiting factor regarding countries being able to apply.
